Changes to Officer names and duties) 1 Name The name of the Association shall be the “Farnborough Falcons Rugby League Football Club” (hereinafter called the ‘Farnborough Falcons RLFC’). The club shall be constituted as a non-profit making organisation, any available funds and profits from sales, events etc., being used to further the aims and objectives of the Club. This club shall be based in the Borough of Rushmoor, in Hampshire being based at and associated to Farnborough Rugby Club, Tile Barn Close, Farnborough, Hampshire, GU14 8LS. 2 Aims and Objectives The aims and objectives of the Farnborough Falcons RLFC are:- 2.1 To provide access to the sport of Rugby League Football for a wide range of players from the age of 10 upwards, irrespective of religion, race, colour or ability. 2.2 To maximise and co-ordinate opportunities for all players and coaches to fulfil their potential. 2.3 To promote and develop Rugby League Football through the provision of coaching, equipment, and publicity. 2.4 To increase the number and quality of coaches, players, match officials and administrators participating in Rugby League in the area, bounded by, but not limited to, North Hampshire, Middlesex, Surrey and Berkshire. 2.5 To provide a structure for social interaction between members of the Club and other individuals and Clubs with similar aims and objectives. 2.6 To raise funds through sponsorship and other events and activities to support the aims and objectives of Farnborough Falcons RLFC. 2.7 To affiliate to governing bodies such as British Amateur Rugby League Association (BARLA), and others who may co-operate with Farnborough Falcons RLFC, to advance and develop coaches, players and the sport of Rugby League in general. 3 Membership of the Farnborough Falcons RLFC Membership of the Farnborough Falcons RLFC shall be open to:- 3.1 Players from the age of 10 to open age irrespective of religion, race, sexual orientation, colour or ability. 4 Management Board (MB) 4.1 Purpose of the Management Board The primary purpose of the MB will be to develop proposals on future actions needed to implement the Farnborough Falcons RLFC aims and objectives, disseminating information and establishing a timetable to bring all sections of rugby league in the area together for their mutual benefit. The MB shall be empowered to take all day to day decisions required to administer the smooth running of Farnborough Falcons RLFC 4.2 Membership of the Management Board Whenever and wherever possible, five (5) members from Farnborough Falcons RLFC shall be elected to serve on the MB. These shall ideally be from:- - Local Authorities Recreation/Community Services/Leisure representatives, or nominees. Representative(s) from any:- - Parent and/or Care Giver - Local School member - Local University/College member - Student Rugby League OR other RFL affiliated body - Other members of Farnborough Falcons RLFC or Farnborough Rugby Club who wish to contribute to the membership and promotion of Farnborough Falcons RLFC but are not representing any of the above. The Management Board will ideally consist of :- - Chairperson - Vice-chair - Secretary - Treasurer - Head Coach 4.6 Each member of the MB shall serve a maximum two-year term before offering him or herself up for re-election 4.7 The Secretary shall receive nominations for members of the MB not less than seven days prior to the Annual General Meeting (AGM) 4.8 The election of members of the MB shall be at the AGM. 4.9 The MB shall meet a minimum of four times a year with seven full days notice of all meetings to be given. 4.10 The MB will be empowered to establish working groups to help the Board deliver the aims and objectives of the Farnborough Falcons RLFC. 4.11 Voting Every member of the MB shall have one vote In the event of equality of votes, the chair shall have a casting vote Club members may approach the MB on any matter pertaining to the running of the Club, by personal appearance at an MB meeting, following contact with the Club Chair, Vice Chair, Secretary or Treasurer. 4.12 The MB shall be empowered to set policy and practice for the club and to set all fees and expenditure, as appropriate to good practice, whilst assuring probity and governance on behalf of Farnborough Falcons RLFC membership. 5 Officers of the Management Board 5.1 The MB will elect the following club Officers from members, as and when required. Posts will not be automatically filled unless required by Statutory, Legislative or RFL need, or deemed as necessary by the MB:- - Senior Team Manager - Senior Club Captain - Senior Squad Captain (who nominates Vice Captain) - Junior Team Managers (1 per team) - Coaches (Except Head Coach) - Medical Advisor/First Aid Co-Ordinator - Child Welfare Officer - Catering Officer - RFL Network Officer 5.2 The club officers shall be elected from the club membership by the MB and shall hold office until the conclusion of the next AGM. 5.3 The MB & Officers elected for the 2008 season are:- Chair & RFL Network Officer Dave Schofield Vice Chair Dave McMeeken Secretary Paul Carroll Treasurer Ralph Timpson Head Coach Ian Bartlett Senior Team Manager (Incl Registrations & Fixtures) Richard Wond Club Captain Alex Stewart Senior Squad Captain Chris Parker Senior Vice Captain Dave Abbott Junior Team Manager (Incl Registrations & Fixtures ) Dave Schofield Junior Coach Jamie Slater Junior Coach Mike Thompson Child Welfare Officer Matt Thorne Catering Officer Kelly Brewer Medical Advisor/First Aid Co-Ordinator Dave Lewis In the event of absence, the roles of Chairperson & Vice-Chair may be delegated to other members of the MB to constitute a quorum (formed from a minimum of three (3) persons) to ensure the clubs business is conducted with priority but has sufficient governance to ensure probity. 5.4 Roles and responsibilities of the MB’s officers will be defined and documented by the elected officers following elections at the AGM, and sanctioned by the MB at their first meeting following the AGM. 6 Finances 6.1 The funds of the Farnborough Falcons RLFC shall be vested in the Treasurer who shall apply and deal with them in such manner, as the MB shall, from time to time, direct. 6.2 The Treasurer will open up a bank or building society account in the name of the Farnborough Falcons RLFC. 6.2.1 The MB shall appoint 2 authorised signatories for any cheques, all cheques shall be signed by both of the authorised signatories. 6.3 The Accounts 6.3.1 The accounts shall be made up to the 31st August each year and shall be presented at the AGM of the Farnborough Falcons RLFC. 7 Support Panels The purpose and aims of support panels are: • To provide support and qualified guidance to the local area in charge of the responsibility • To co-ordinate activity within the Area 7.1 Within the Farnborough Falcons RLFC the following support panels shall be created, as and when required:- 7.1.1 Coach and player development 7.1.2 Match Officials & Safety 7.1.4 Team managers 7.1.3 Others whom the MB feel to be appropriate in order to action, support & resolve issues. 8 Annual General Meeting and other Meetings 8.1 Annual General meeting 8.1.1 An Annual General Meeting (AGM) will be held each calendar year at a convenient date following the end of the playing season (31st September), and before the end of December of that year:- - The annual report of the MB shall be presented - The audited statement of accounts up to the end of the financial year shall be presented 8.1.2 All members will be given 21 days notice of the date of the AGM 8.1.3 A quorum shall be formed by a minimum of five (5) members of the Farnborough Falcons RLFC membership, which may include the MB & elected officers 8.2 Other Meetings 8.2.1 The Chair may call a general meeting when he/she considers it necessary or desirable. 8.2.2 The quorum arrangements will be the same as the AGM 9 Dissolution 9.1 If the MB decides that it is necessary or advisable to dissolve, either wholly or in part any part of the Club, it shall call a meeting of all Farnborough Falcons RLFC members, of which not less than 21 days notice shall be given. 9.2 If the proposal is confirmed by a two third majority of those present and voting the MB shall have the power to realise any assets held by the Farnborough Falcons RLFC. 9.3 Any assets remaining after the satisfaction of any proper debts and liabilities shall be given to any other Associations with the same, or similar, aims to the Farnborough Falcons RLFC. 9.4 Failing that it shall be applied to some sporting use. 10 Review of the Constitution The Farnborough Falcons RLFC Management Board, in consultation and agreement with two-thirds of the full membership shall, have the power to amend the constitution when and where required. 11 Adoption The Constitution was adopted/amended on the date previously mentioned, by the persons whose signatures appear at the bottom of this document.
